CHAMPS System Overview

The Michigan CHAMPS system and the Home Help Program, administered by the Michigan Department of Health and Human Services (MDHHS), provides funding for qualified individuals to hire caregivers. These caregivers assist individuals with their activities of daily living (ADLs) and instrumental activities of daily living (IADLs).

CHAMPS processes billing & claims, or report wages, hours, & contributions for your family and friend caregiver programs. CHAMPS supports the Home Help Program and is designed to support individuals who prefer to live independently in their own homes rather than in adult foster care homes, homes for the aged, or nursing facilities.

Through the Michigan Medicaid Program, elderly individuals, disabled individuals, and individuals with other special needs can receive home care services paid for by Medicaid.

Enrollment Process

Home Help Program Medical Needs Form

Before a family patient in the Home Help Program can sign up with CHAMPS (Community Health Automated Medicaid Processing System), they need to fill out a Medical Needs Form to verify their need for care services. This form must be filled out by the patient's doctor.

CHAMPS Caregiver Enrollment Authorization Form

Once the Medical Needs form is completed, the caregiver can proceed to fill out the Caregiver Enrollment Authorization Form, also known as the "Home Help Agency Caregiver Enrollment Authorization." This form allows a home care agency like Paid.care to register the caregiver with the state of Michigan within the CHAMPS system.

Caregiver Screening

The Michigan Home Help CHAMPS platform runs a criminal history screening for caregivers. The results of this screening are shared with MDHHS staff and the agency provider. This screening process helps ensure the safety and well-being of the individuals receiving care through the program.

Monthly Reporting

To receive payment, caregivers must submit an electronic services verification (ESV) each month. This verification report details the services provided by the caregiver and is submitted through the CHAMPS system. Once the report is submitted, payment can be released to the caregivers. This monthly reporting process helps track the services provided and ensures accurate and timely payment for caregivers.

In order to access CHAMPS, all users must apply for a MILogin username and password and then subscribe to the CHAMPS application.
